Development Engineer – Solar & Energy Storage will assist Senior Development Staff with the day-to-day management duties from site assessment, pre-development, pre-construction, construction, closeout and pre-operation phases of the solar and energy storage infrastructure project (s) assigned. The infrastructure projects may include renewable energy (Solar PV, Storage ), water utility infrastructure, mission critical facilities, Medium & High Voltage electrical infrastructure.
ESSENTIAL FUNCTIONS:Working with the Investment Deal Team(s) to provide due diligence information and feasibility analysis of potential acquisitions and/or new business plans. Perform system configuration, develop conceptual specifications, and evaluate technology options for both PV & Storage. Provide technical support and manage the planning and development of design documents through all phases. Manage value engineering and system optimization through creation of design variants.Evaluate EPCs and Suppliers for pre-qualification and manage the associated vendor and contractor selection process. Manage development of bid packages, technical specifications during EPC and Equipment Supply contracting, RFP and award process. Assist in negotiating and drafting contract terms and scope with consultants and contractors and the overall buyout process.Management and oversight of consultants, contractors and vendors.Develop and maintain project timelines, ensuring milestones are met on time and within budgetManage energy regulatory approvals (CUP, CAISO, FERC, NERC, CEC, EIA, etc.)Assist in managing interconnection process.Assist in managing the deliverables outlined within the Power Purchase Agreement (PPA), Interconnection Agreement (IA), CA ISO New Resource Implementation Process, etc. Provide reports related to project status to senior development staff and other stakeholdersPrepare and track development budget related to assigned projectsAssist Senior Development Staff in securing the appropriate approvals, certifications, permits, etc. from city and other government agencies as requiredAssist with the entitlement process of a project lifecycleResponsible for completing and executing project contracts in accordance with department requirements.Manage project documents including discretionary and non-discretionary approvals, agency releases/declarations/determinations, easements, covenants, tract maps, construction documents, A/E design and engineering plans and specifications, contract/change orders, closeout documentationResponsible for sharing and uploading documents and communication with the general/prime contractorsTracking and reporting project status to investors, lenders, joint ventures, quasi-public partnerships and the likeAssist with monthly construction progress reporting including but not limited to schedules, applications for payment, etc.Support construction management of projects to limit and negotiate change orders, as well as coordinating with internal counsel to resolve contract disputesManage the commissioning and acceptance procedure and ensure adherence to all guidelinesManage project closeout documentation including but not limited to as-builts, warranties, operation manuals, 3rd party engineer’s approvals, completion of punchlists, commercial operation / PTO, etc.
EDUCATION/EXPERIENCE REQUIREMENTS:Bachelor’s degree and equivalent work experience in a field related to civil / electrical infrastructure design and construction. Advanced Degree preferred.Prior experience with energy storage components / Solar + storage projects. At least three (3) years of prior experience as a development project engineer / manager in utility scale projects (preferably Solar + Storage projects) for IPP or EPC.
TECHNICAL SKILL REQUIREMENTS:Demonstrated proficiency in Microsoft Office applicationsDemonstrated proficiency in using Sharepoint or other document control software.Demonstrated proficiency in using Project Management software including but not limited to BlueBeam, Microsoft Project, etc.Demonstrated proficiency in preparing and analyzing PVSYST reportsThorough understanding of utility scale solar construction practices (racking systems, inverters, batteries, substations, gen-tie, electrical design concepts, etc.)
